August is for boondoggles.

I spent the first half of mine traveling through South Korea as part of the Asia-Pacific Youth Exchange, a Korean government program that brought together 40 young professionals from Korea, the United States, China, and Japan. There were cultural showcases, palace tours, and working group proposals for all manner of inventive quadrilateral initiatives. The program was not exactly Track 1 diplomacy, which was part of its value—nobody was really on message.

While we were in-country, North Korea fired ballistic missiles twice. Then, four days after we left Incheon, President Trump ordered a substantial reduction in U.S.-Korean military exercises, linking the decision in part to Seoul’s insufficient support for American operations in Iran. Immediately following, Trump floated a new round of diplomacy with Kim Jong Un, while President Lee Jae Myung called for stronger Korean self-defense and faster transfer of wartime operational control.

From Washington, these developments can look contradictory: Here is a capable ally asking for more protection while demanding more freedom of action; buying an inordinate amount of American technology while building sovereign alternatives; and coordinating more closely with Washington while preserving deep commercial integration with China.

From Seoul, the view looks a bit less haphazard. My ten days in Korea (a good chunk of which were spent co-mingling with aspiring Chinese policy elites) seemed to confirm that the country is not drifting toward strategic neutrality. It is becoming more capable, more economically indispensable, and more deeply integrated with American power—while trying to reduce the vulnerabilities that come with that integration.

1. Korea Wants More Alliance But Less Dependence

For years, Americans have treated Korean strategic autonomy as something in tension with the alliance. Analysts typically ascribe thorny issues like Seoul’s push for OPCON transfer, sovereign AI, continued commercial exposure to China, and the question of whether to pursue an indigenous nuclear capability to any one of: 1) progressive nationalism, 2) conservative anxiety about U.S. abandonment, 3) mercantilism, or 4) distrust in Washington.

An alternative, more interesting interpretation is that these disparate policy debates are expressions of a common strategic logic. Koreans want both a stronger U.S.-Korea alliance and more resilience to independent U.S. decisionmaking. Data from the Asan Institute’s 2026 survey is almost comically clear: On the one hand, 97 percent of Koreans support the U.S.-ROK alliance, with 82 percent favoring retaining U.S. forces on the peninsula. On the other hand, support for an indigenous Korean nuclear arsenal has reached a record 80 percent—with most respondents supporting a nuclear program even in spite of the theoretical American sanctions or troop withdrawals that might accompany its announcement. The Korean public is notably not warming to China. America remains their most favored country, and more than seven in ten prefer the United States to China.

The tension between wanting more integration with the United States—and less reliance on the same—is also well exemplified in North-South relations. On August 15, Lee called for renewed dialogue with North Korea, warned against escalation, and reiterated his intention to replace the North-South armistice with a permanent peace regime. Three days later, as Washington moved to curtail joint exercises, he called for stronger independent defense capabilities, OPCON transfer during his term, and faster construction of nuclear-powered submarines.

Americans instinctively tend to sort these ideas into opposing camps: deterrence versus appeasement, conservative People Power Party versus progressive Democratic Party of Korea. From Seoul, the situation is not nearly so cut-and-dry. Any government within artillery and missile range of North Korea can rationally want to both ameliorate relations and grow more capable of fighting to win—and, in fact, the same can even be said of U.S. policy under Trump.

Nor is more Korean self-reliance necessarily hostile to Washington’s policy objectives. The Trump administration itself has endorsed Korea’s raising defense spending to 3.5 percent of GDP, buying $25 billion in American military equipment by 2030, developing capabilities needed for OPCON transfer, and building nuclear-powered attack submarines with American help. While Seoul sees greater capacity partly as insurance against American abandonment, Washington sees greater allied capacity partly as insurance against an America stretched too thin.

From Washington’s perspective, the United States should want a Korea less dependent on American generosity. This is not the same thing as a Korea less interoperable with American power. Washington rightly worries about Beijing’s leverage over Korean industry, Korean firms deepening production inside China, and the prospect of a shared U.S.-Korea technology ecosystem becoming harder to secure or mobilize in a crisis. This is why the Trump administration has pushed Korea to adopt tighter technology protections, erect trusted supply chains, and implement additional economic security measures.

2. Korea’s China Exposure Is Not a Referendum on Its Future

Seoul is not seriously preparing to split the difference between the United States and China. It is trying to remain firmly inside an American-led order without becoming helpless to its temperamental swings.

Unfortunately for both Washington and Seoul, a significant share of Korean economic power today stems from the latter’s massive installed industrial base in China. Many in Washington seem to treat this fact as evidence of Seoul’s strategic ambivalence: If the Lee administration really shares our assessment of Beijing, why does it insist on maintaining such a sky-high trade relationship with China? After all, Samsung and SK hynix continue to operate enormous chip fabs in Xi’an, Wuxi, and Dalian, and lobby assiduously against restrictions that might make those operations more difficult.

Korea’s China exposure is best understood as the legacy of an earlier era of globalization—one that is predictably depreciating. Samsung’s fab in Xi’an and SK hynix’s operations in Wuxi and Dalian are multi-decade commitments spanning tens of billions of dollars in capital, qualified production lines, and supplier relationships. The debate in Washington sometimes conflates the question of whether Korean firms should continue adding sophisticated capacity in China (certainly not) with whether the United States should make their existing fabs progressively harder to operate (yes, within reason).

The current American approach gets the basic incentive structure right. When Washington ended Validated End User privileges for Samsung and SK hynix’s China facilities in 2025, it shifted them onto licenses intended to maintain their existing operations while denying further expansion or technology upgrades. Korean firms may dislike this arrangement, but Washington has a legitimate interest in ensuring that allied capital and American technology do not sustain ever-more-advanced chip production in China.

The problem is not that Washington is asking Korean companies to abandon their costly facilities in China—it is that this ask is being made without an alternative, positive-sum value proposition in sight. And, in the event they are not made whole elsewhere, Korean firms have an obvious incentive to keep working around American restrictions by furnishing their extant Chinese facilities with Chinese equipment. Put simply, there is a real risk that the chaebols may be tempted to construct parallel supply chains for China in the same way American corporates like Apple and Tesla were captured. As one canary, Reuters reported this month that both Samsung and hynix were evaluating equipment from China’s AMEC. Such a decision would provide a valuable source of revenue and experience for the exact Chinese semiconductor toolmakers American controls were intended to constrain.

A coherent American strategy should therefore pair restrictions on South Korea’s economic relationship with China with a much clearer value proposition elsewhere. Korean firms will maintain depreciating, legacy ties to China, but there should be no expectation that Washington will indefinitely enable their expansion or technological upgrading. At the same time, Washington should pave the way for easier investment, deeper technology partnerships, abundant energy and infrastructure, provide some guarantee of alternative and long-term American and allied customers, and privilege access to the emerging U.S.-led AI and semiconductor ecosystem.

In a nutshell, this is the promise of Pax Silica.

3. Korea Has Become Harder for America to Replace

For any aspiring analyst or practitioner of American foreign policy, Korea has become unavoidable. The relationship between Washington and Seoul today seems to rival the importance of West Germany in the 1970s. My own experience with the country is a case-in-point: I never set out to become a Korea hand, but have naturally been forced to grapple with deeper aspects of the alliance amid tectonic changes in American foreign policy.

At the U.S.-Korea Public-Private Investment Forum in December, I told a group of diplomats that the U.S.-Korea relationship is undergoing a metamorphosis: What began in 1953 as a military alliance forged in blood is becoming a comprehensive economic and technology partnership with consequences for the balance of power far beyond the Korean Peninsula.

The military alliance is still front-of-mind for most Asia strategists in Washington. Debates about American troop deployments, extended deterrence commitments, and the structure of the Tri-Command still dominate Korea studies programs. But layered on top of this is a second relationship—I would argue an even more important one—built from chips, ships, and critical minerals. The fact is that Korean firms increasingly provide the physical capacity needed to turn American technological and military ambition into reality, and Washington is still early in adjusting to this reality.

High-bandwidth memory is the most obvious example. Samsung and SK hynix account for 80 percent of the global market for AI’s most scarce and high-demand component. Meanwhile, Korean shipyards sport berths and dry-dock capacity the United States aims to borrow for naval maintenance and shipbuilding. A litany of Korean manufacturers are responsible for the batteries, transformers, switchgear, organic substrates, and other industrial systems that American data centers, factories, and weapons programs increasingly depend on.

The hardware of the U.S.-Korea alliance is integrating faster than its software can update. While Korean engineers are building memory chips, standing up factories on American soil, and providing auxiliary shipbuilding support, the institutions governing the U.S.-ROK political relationship were largely designed for a world in which America defended Korea and the two countries otherwise maintained mostly separate industrial systems.

Growing pains are to be expected. Greater interdependence will invite mutual vulnerability and therefore more friction. The events of the last year have shown an American immigration decision that affects Korean engineers can inadvertently shut down a U.S. factory. Likewise, a shortage of Korean memory threatens to constrain American AI deployment, while a shortage of Korean transformers puts risks to underlying grid infrastructure. These are no longer commercial irritants sitting beside the alliance—they are modern alliance problems.

To be sure, the U.S.-Korea relationship remains asymmetric. America still provides capabilities Korea cannot reproduce on its own, including frontier technology, deep capital markets, and extended deterrence. But there can be no question that Korea occupies a special place in an American strategy predicated on allied scale. If the first 70 years of the U.S.-ROK alliance were characterized by staking Korean security on American power, then the next few decades may very well see American power increasingly dependent on Korean industry.

The Right Kind of Hedge

The U.S.-Korea relationship finds itself in a turbulent political moment, caught between an American-branded Sunshine Policy and a Seoul bent on self-strengthening. In that context, Washington should worry less about whether Korea is “hedging” and more about what it is hedging against, and how.

Both countries need to get on board with the fact that the alliance is broadening. Washington will not abide by an arrangement whereby American forces and weaponry guarantee Korea’s survival while Seoul reserves the right to opt out of American security interests that extend beyond the peninsula. The Trump administration has made clear the United States seeks allies that generate usable military, industrial, diplomatic, and technological capacity across theaters. Korea, meanwhile, has legitimate reasons to fear being dragged into conflicts it did not choose, or abandoned if American priorities change.

This is why not every form of Korean hedging is created equal. Higher defense spending, competent Korean command of combined forces, more shipbuilding capacity, and sovereign AI built on trusted technology all make the alliance stronger, and will be cheered in Washington. The same cannot be said of dependence on Chinese suppliers in sensitive sectors, an indigenous nuclear arsenal that fractures norms around nonproliferation, or strategic ambiguity so expansive that Washington cannot count on Korea in a major regional contingency.

As threats change and new opportunities abound, Washington and Seoul are building a more interdependent alliance—and a more complicated one. The task now before both countries is to ensure that Korea’s search for resilience produces more allied capacity, not less interoperability.

충실한 동맹도 헤징은 한다

한국 방문에서 얻은 단상

8월은 으레 외유의 계절이다.

나는 8월의 전반부를 한국 정부가 주관한 아시아태평양 청년교류 프로그램에 참가해 한국에서 보냈다. 한국, 미국, 중국, 일본의 청년 전문가 40명이 한데 모인 프로그램이었다. 문화 공연도 있었고, 고궁 답사도 있었으며, 4개국이 함께할 수 있는 온갖 창의적인 협력 구상을 제안하는 분과 활동도 있었다. 엄밀히 말해 ‘트랙 1 외교’는 아니었다. 오히려 그것이 이 프로그램의 장점 중 하나였다. 누구도 공식 입장만 되풀이하고 있지는 않았기 때문이다.

우리가 한국에 머무는 동안 북한은 두 차례 탄도미사일을 발사했다. 그리고 우리가 인천을 떠난 지 나흘 뒤, 트럼프 대통령은 한미 연합훈련을 대폭 축소하라고 지시하면서 그 결정의 배경 가운데 하나로 서울이 이란에서의 미국 작전을 충분히 지원하지 않았다는 점을 거론했다. 곧이어 트럼프는 김정은과의 새로운 외교 가능성을 띄웠고, 이재명 대통령은 한국의 자주국방 역량을 강화하고 전시작전통제권 전환을 앞당겨야 한다고 주장했다.

워싱턴에서 바라보면 이 모든 움직임이 서로 모순되어 보일 수 있다. 한국은 유능한 동맹국이면서도 더 많은 보호를 원하고, 동시에 더 큰 행동의 자유를 요구한다. 막대한 양의 미국 기술을 사들이면서도 독자적인 기술 역량을 구축하려 한다. 워싱턴과 갈수록 긴밀히 협력하면서도 중국과의 깊은 상업적 통합을 유지한다.

그러나 서울에서 보면 그 모습은 그리 두서없지 않다. 내가 한국에서 보낸 열흘—그중 상당 시간은 장차 중국의 정책 엘리트가 될 법한 사람들과 어울리며 보냈다—은 한국이 전략적 중립으로 표류하고 있는 것이 아니라는 점을 확인시켜 주었다. 한국은 더 강한 역량을 갖추고 있고, 경제적으로 더 대체하기 어려운 존재가 되고 있으며, 미국의 힘과 더욱 깊이 결합하고 있다. 동시에 바로 그 결합이 낳는 취약성은 줄이려 하고 있다.

1. 한국은 더 강한 동맹을 원하지만, 더 큰 의존은 원하지 않는다

오랫동안 미국인들은 한국의 전략적 자율성을 한미동맹과 긴장 관계에 있는 것으로 여겨 왔다. 분석가들은 서울의 전작권 전환 추진, 소버린 AI, 중국에 대한 지속적인 상업적 노출, 그리고 독자 핵무장 논의처럼 까다로운 사안들을 대개 네 가지 가운데 하나로 설명한다. 1) 진보적 민족주의, 2) 미국의 방기에 대한 보수 진영의 불안, 3) 중상주의, 혹은 4) 워싱턴에 대한 불신이다.

하지만 더 흥미로운 해석이 있다. 겉보기에는 서로 다른 이 정책 논쟁들이 사실 하나의 공통된 전략 논리를 반영한다는 것이다. 한국인들은 더 강한 한미동맹과 동시에, 미국의 독자적 의사결정에 덜 취약한 한국을 원한다. 아산정책연구원의 2026년 조사는 거의 우스울 정도로 명확하다. 한편으로 한국인의 97퍼센트가 한미동맹을 지지하며, 82퍼센트는 주한미군의 한반도 주둔 유지를 선호한다. 다른 한편, 한국의 독자 핵무장에 대한 지지는 사상 최고인 80퍼센트에 도달했다. 심지어 핵무장 선언에 뒤따를 수 있는 이론상의 미국 제재나 주한미군 철수 가능성에도 불구하고 다수가 핵무장을 지지했다. 그렇다고 한국 국민이 중국에 호감을 갖게 된 것도 아니다. 여전히 미국이 가장 선호되는 국가이며, 10명 중 7명 이상은 중국보다 미국을 선호한다.

미국과 더 깊이 통합되기를 원하면서 동시에 미국에 대한 의존은 줄이고 싶어 하는 이 긴장은 남북관계에서도 잘 드러난다. 8월 15일 이 대통령은 북한과의 대화 재개를 촉구하고 긴장 고조를 경계했으며, 남북 정전체제를 항구적인 평화체제로 대체하겠다는 뜻을 거듭 밝혔다. 불과 사흘 뒤, 워싱턴이 연합훈련 축소에 나서자 그는 더 강한 자주국방 역량, 임기 내 전작권 전환, 그리고 핵추진잠수함 건조의 가속화를 요구했다.

미국인들은 본능적으로 이런 구상을 서로 대립하는 진영으로 분류하려 한다. 억지 대 유화, 보수 국민의힘 대 진보 더불어민주당이라는 식이다. 그러나 서울에서 보면 현실은 그렇게 명확하게 양분되지 않는다. 북한의 포병과 미사일 사정권 안에 있는 어떤 정부라도 남북관계를 완화하고 싶어 하는 동시에, 전쟁이 벌어질 경우 싸워 이길 수 있는 역량을 강화하려는 것은 충분히 합리적이다. 사실 트럼프 행정부의 미국 정책에 대해서도 같은 말을 할 수 있다.

한국의 자립 역량 강화가 반드시 워싱턴의 정책 목표에 반하는 것도 아니다. 트럼프 행정부 자체가 한국의 국방비를 GDP의 3.5퍼센트까지 늘리고, 2030년까지 250억 달러 규모의 미국산 군사 장비를 구매하며, 전작권 전환에 필요한 역량을 확보하고, 미국의 지원을 받아 핵추진 공격잠수함을 건조하는 방안을 지지해 왔다. 서울이 더 큰 역량을 미국의 방기에 대비한 일종의 보험으로 보는 측면이 있다면, 워싱턴은 더 강한 동맹국의 역량을 미국의 힘이 지나치게 분산되는 상황에 대비한 보험으로 본다.

워싱턴의 관점에서도 미국은 한국이 미국의 선의에 덜 의존하기를 바라야 한다. 그렇다고 한국이 미국의 힘과 덜 상호운용적이어야 한다는 뜻은 아니다. 워싱턴이 중국이 한국 산업에 행사하는 지렛대, 한국 기업들의 중국 내 생산 심화, 그리고 미국과 한국이 공유하는 기술 생태계가 위기 상황에서 보호하거나 동원하기 어려워질 가능성을 우려하는 것은 타당하다. 바로 이런 이유로 트럼프 행정부는 한국에 더 엄격한 기술 보호조치를 도입하고, 신뢰할 수 있는 공급망을 구축하며, 추가적인 경제안보 조치를 시행하라고 요구해 왔다.

2. 한국의 대중국 경제 노출은 한국의 미래에 대한 국민투표가 아니다

서울은 미국과 중국 사이에서 진지하게 중간 지점을 택하려는 것이 아니다. 한국이 하려는 것은 미국 주도의 질서 안에 확고히 머물면서도 그 질서의 변덕스러운 진폭에 무력하게 휘둘리지 않는 것이다.

워싱턴과 서울 모두에게 불편한 사실은, 오늘날 한국 경제력의 상당 부분이 중국에 구축해 놓은 거대한 산업 기반에서 나온다는 점이다. 워싱턴의 많은 사람들은 이 사실을 서울의 전략적 양면성에 대한 증거처럼 취급한다. 이재명 정부가 정말로 베이징에 대한 우리의 위협 인식을 공유한다면, 왜 중국과 그렇게 엄청난 규모의 무역 관계를 유지하려 하는가? 실제로 삼성전자와 SK하이닉스는 시안, 우시, 다롄에서 거대한 반도체 공장을 계속 운영하고 있으며, 그 공장의 운영을 어렵게 만들 수 있는 규제에 맞서 적극적으로 로비한다.

그러나 한국의 대중국 노출은 과거 세계화 시대가 남긴 유산으로 이해하는 것이 더 정확하다. 그리고 그 유산의 가치는 예상대로 서서히 감가되고 있다. 삼성의 시안 공장과 SK하이닉스의 우시·다롄 사업장은 수백억 달러의 자본, 인증된 생산라인, 공급업체 관계가 얽힌 수십 년짜리 투자다. 그런데 워싱턴의 논의에서는 때때로 두 가지 별개의 질문이 뒤섞인다. 한국 기업들이 중국에 첨단 생산능력을 계속 추가해야 하는가? 분명 아니다. 그렇다면 미국이 기존 공장들의 운영을 점점 더 어렵게 만들어야 하는가? 합리적인 범위 안에서는 그렇다.

현재 미국의 접근법은 기본적인 유인 구조를 제대로 잡고 있다. 워싱턴은 2025년 삼성과 SK하이닉스의 중국 내 공장에 적용되던 검증된 최종사용자, 즉 VEU 특례를 종료했다. 대신 기존 시설의 운영은 유지할 수 있지만 추가 증설이나 기술 업그레이드는 제한하는 허가 체제로 전환했다. 한국 기업들은 이를 달가워하지 않을 수 있다. 하지만 동맹국의 자본과 미국 기술이 중국 내 갈수록 첨단화되는 반도체 생산을 계속 떠받치지 않도록 하는 데에는 워싱턴도 정당한 이해관계가 있다.

문제는 워싱턴이 한국 기업들에게 값비싼 중국 시설을 당장 포기하라고 요구하고 있다는 데 있지 않다. 문제는 그 요구가 뚜렷한 대안이나 상호이익적 가치 제안 없이 이루어지고 있다는 데 있다. 다른 곳에서 그 손실을 보상받지 못한다면, 한국 기업들로서는 기존 중국 공장에 중국산 장비를 투입해 미국의 규제를 우회하려 할 명백한 유인이 생긴다. 간단히 말해 한국의 재벌들이 애플이나 테슬라 같은 미국 기업들이 그랬던 것처럼 중국을 위한 별도의 병렬 공급망을 구축하려는 유혹에 빠질 실제 위험이 있다. 하나의 경고 신호로, 로이터는 이달 삼성과 SK하이닉스가 중국 AMEC의 장비를 시험·평가하고 있다고 보도했다. 이런 선택은 미국의 수출통제가 바로 억제하려 했던 중국 반도체 장비업체들에 귀중한 매출과 경험을 안겨 줄 것이다.

따라서 일관된 미국 전략은 한국의 대중국 경제관계에 대한 제약과 함께, 다른 곳에서 훨씬 더 명확한 가치 제안을 제공해야 한다. 한국 기업들은 가치가 점차 떨어지는 중국과의 기존 관계를 당분간 유지할 것이다. 그러나 워싱턴이 이들의 중국 내 증설이나 기술 업그레이드를 무기한 가능하게 해줄 것이라고 기대해서는 안 된다. 동시에 워싱턴은 미국 내 투자를 더 쉽게 만들고, 기술 파트너십을 심화하며, 풍부한 에너지와 인프라를 제공해야 한다. 또한 장기적인 미국 및 동맹국 고객 기반을 어느 정도 보장하고, 새롭게 형성되는 미국 주도의 AI·반도체 생태계에 대한 우대 접근권을 제공해야 한다.

한마디로 말하면, 이것이 바로 팍스 실리카(Pax Silica)가 약속하는 바다.

3. 한국은 미국이 대체하기 더 어려운 나라가 되었다

미국 외교정책을 공부하거나 실무에서 다루려는 사람이라면 이제 한국을 피해 갈 수 없다. 오늘날 워싱턴과 서울의 관계는 1970년대 미국과 서독의 관계에 버금갈 정도로 중요해 보인다. 나 자신의 경험도 이를 잘 보여 준다. 나는 애초에 한국 전문가가 될 생각이 없었다. 하지만 미국 외교정책의 지각변동 속에서 자연스럽게 동맹의 더 깊은 층위까지 씨름하지 않을 수 없게 됐다.

지난 12월 한미 민관 투자포럼에서 나는 외교관들에게 한미관계가 일종의 변태, 즉 근본적인 형태 전환을 겪고 있다고 말했다. 1953년 피로 맺어진 군사동맹으로 출발한 관계가 이제는 한반도를 훨씬 넘어선 세력균형에 영향을 미치는 포괄적인 경제·기술 파트너십으로 바뀌고 있다는 것이다.

워싱턴의 아시아 전략가들에게 여전히 가장 먼저 떠오르는 것은 군사동맹이다. 미군 배치, 확장억제 공약, 한미 연합 지휘체계의 구조를 둘러싼 논의가 여전히 한국 연구 프로그램의 중심을 차지한다. 그러나 그 위에 이제 두 번째 관계가 겹쳐지고 있다. 나는 오히려 이것이 더 중요할 수도 있다고 본다. 반도체, 선박, 핵심광물로 이루어진 관계다. 한국 기업들이 미국의 기술적·군사적 야망을 실제 역량으로 전환하는 데 필요한 물리적 기반을 갈수록 더 많이 제공하고 있다는 것이 현실이다. 그리고 워싱턴은 아직 이 현실에 적응하는 초기 단계에 있다.

고대역폭메모리(HBM)가 가장 명확한 사례다. 삼성전자와 SK하이닉스는 AI 시대에 가장 부족하면서도 수요가 높은 부품인 HBM 세계 시장의 80퍼센트를 차지한다. 동시에 한국 조선소들은 미국이 해군 함정 유지·보수와 조선 역량을 보완하기 위해 활용하려는 선석과 드라이도크 역량을 보유하고 있다. 여기에 수많은 한국 제조업체들이 미국의 데이터센터, 공장, 무기체계가 갈수록 의존하게 되는 배터리, 변압기, 스위치기어, 유기기판을 비롯한 각종 산업 시스템을 공급한다.

한미동맹의 하드웨어는 그 소프트웨어가 업데이트되는 것보다 더 빠르게 통합되고 있다. 한국의 엔지니어들이 메모리 반도체를 만들고, 미국 땅에 공장을 세우며, 조선 분야의 보조 역량까지 제공하는 동안, 한미 정치관계를 관리하는 제도들은 여전히 미국이 한국을 방어하고 양국의 산업체계는 대체로 별개였던 시대를 전제로 설계되어 있다.

그 과정에서 성장통이 생기는 것은 당연하다. 상호의존이 깊어질수록 상호 취약성도 커지고, 따라서 마찰 역시 늘어날 것이다. 지난 1년의 사건들은 한국 기술자들에게 영향을 미치는 미국의 이민정책 결정이 의도치 않게 미국 내 공장 가동을 중단시킬 수도 있음을 보여줬다. 마찬가지로 한국산 메모리 부족은 미국의 AI 배치를 제약할 수 있고, 한국산 변압기 부족은 그 기반이 되는 전력망 인프라에 위험을 초래할 수 있다. 이런 문제들은 더 이상 동맹 옆에 놓여 있는 단순한 상업적 골칫거리가 아니다. 이것이 오늘날의 동맹 문제다.

물론 한미관계는 여전히 비대칭적이다. 미국은 최첨단 기술, 깊고 풍부한 자본시장, 확장억제처럼 한국이 독자적으로 재현할 수 없는 역량을 여전히 제공한다. 그러나 동맹국의 규모와 역량을 활용하는 전략을 미국이 추구한다면, 그 안에서 한국이 특별한 위치를 차지한다는 점에는 의문의 여지가 없다. 한미동맹의 첫 70년이 한국의 안보를 미국의 힘에 걸었던 시대였다면, 앞으로 수십 년은 미국의 힘이 한국 산업에 점점 더 의존하는 시대가 될지도 모른다.

올바른 방식의 헤징

한미관계는 지금 정치적으로 격동하는 시기를 지나고 있다. 한편에는 미국판 햇볕정책이 있고, 다른 한편에는 자강을 추구하는 서울이 있다. 이런 상황에서 워싱턴이 더 중요하게 물어야 할 질문은 한국이 ‘헤징’을 하고 있느냐가 아니다. 무엇에 대비해 헤징하고 있으며, 어떤 방식으로 하고 있느냐다.

양국은 이제 동맹의 범위가 넓어지고 있다는 사실을 받아들여야 한다. 미국의 병력과 무기가 한국의 생존을 보장하는 한편, 서울은 한반도 밖으로 확장되는 미국의 안보 이해관계에 대해서는 참여 여부를 선택할 권리를 온전히 유보하는 식의 관계를 워싱턴이 받아들일 가능성은 없다. 트럼프 행정부는 미국이 여러 전구에서 실제로 활용할 수 있는 군사적·산업적·외교적·기술적 역량을 창출하는 동맹국을 원한다는 점을 분명히 해왔다. 한편 한국으로서도 자신이 선택하지 않은 분쟁에 끌려 들어가거나, 미국의 우선순위가 바뀌었을 때 버림받을 가능성을 두려워할 정당한 이유가 있다.

그래서 한국의 모든 헤징이 똑같은 것은 아니다. 더 많은 국방비 지출, 연합군에 대한 유능한 한국군의 지휘 역량, 더 큰 조선 능력, 신뢰할 수 있는 기술 위에 구축된 소버린 AI는 모두 동맹을 강화한다. 워싱턴도 이를 환영할 것이다. 그러나 민감한 분야에서 중국 공급업체에 의존하는 것, 핵 비확산 규범을 훼손하는 독자 핵무장, 또는 중대한 역내 유사시 미국이 한국을 신뢰할 수 없을 정도로 광범위한 전략적 모호성을 유지하는 것까지 같은 평가를 받을 수는 없다.

위협의 성격이 바뀌고 새로운 기회가 열리는 가운데, 워싱턴과 서울은 더욱 상호의존적인 동맹을 만들고 있다. 그리고 그만큼 더 복잡한 동맹을 만들고 있다. 이제 양국 앞에 놓인 과제는 한국의 회복탄력성 추구가 동맹의 역량을 더 키우되, 상호운용성은 약화시키지 않도록 하는 것이다.
